I have a GE double wall oven - both are conventional but bottom

Resolved Question:

I have a GE double wall oven - both are conventional but bottom oven has rotary dial controls, top oven has digital/electronic controls. The top broiler element quit working - at first I could "trick" it into coming on by first setting the oven to bake, letting the element come on, then switching it to broil. Now that won't work anymore. the Bake element still works fine. The bottom oven works.
