Does it have frost on the coils but no dripping of water.

No frost on the coils as far as I know,but there is definitely cold air being blown out of the appliance

What is the temperture in the room that you have the unit in.

Circa 15 Celsius(Centigrade)

Thats the problem .There no moisture in the air for the unit to take out, so it will ice up and not work.
