I opened the back andthe belt is ok, There seems toi be water on the outside of the tub enclousure
Expert:  Dave replied 6 years ago.
There is always a llittle water left in the bottom when the cycle is complete, and there is a liquid filled balance ring on the front of the tub. If you take off the front, you should do a visual inspection of the motor control, it's in the bottom front right of the cabinet.

I've decided to quit working on this washer and accept your reply or what ever I need to do to get you paid
Expert:  Dave replied 6 years ago.

OK, what ends up happening is there needs to be a motor kit installed. Part #12002039. Just hit the green accept button.
