I do believe that these capacitors may possibly have pcb 's inside them.

A friend has them stored at the original location of their use. They were stored until disposal could be arranged but they have not been positively ID'd as a hazzard. how could they be tested unless they leak?

Just checked they are pcb and toxic!!!

you have to take them to your community disposal site. Every community has a place the residencies can take this stuff to and they dispose of them properly.
You need to call your township.
