My five year old Maytag Oven The top oven only heats up to

My five year old Maytag Oven: The top oven only heats up to 210 degrees (according to the digital readout) however, I think it is not that hot. The element is in place. I did reset the controls to factory default but the oven still does not heat up. What do I look for and where do I go from here?

In the upper left corner is the temp sensor inside the oven.When tested it should read about 1100 ohms chances are it is defective.
