How much should I expect to pay a technician, or is this something I can do myself?
If I could do it myself, where would I be able to get the part(s)?

you can get the parts from or

You can try to do it yourself the hardest part is removing the ring around the rubber door gasket and then reinstalling the ring clamp.

The latch assembly is only held in by 2 or 3 screws from the front if you open the door up and then the latch will just fall and you can pull it through the door gasket area.

To have someone come and replace the part for you, you'd probably be looking at $200-250.
