I have a GE wjsr4160daww washer. It goes through all the cycles,it won't pump the water out as it spins. I have checked the hoses to the water pump and they are clear. Pumps water in fine just won't pump it out.

you need to replace the drain pump or check it for a clog or a jam.

this is an electric pump, I understand it fills and drains via same pump, is this correct.

That is incorrect it has a water vale that opens and closes to let the water fill and there is a drain pump to remove the water.
