Resolved Question:

With both belts intsalled, the drum will not rotate. I cannot turn it even by gripping the pulley and belt with great force. If I remove the belt that goes from the small reduction pulley to the large drum pulley (leaving on the belt to the motor), the drum and motor pulley turn freely. I have already replaced the motor pulley ($40), because, with both belts installed, the motor pulley appears to have excess play in it. The new belt did not corrct this.
