Ok this sounds like the control card took a hit when the power went out. The control card is what runs everything on the washer. All the solinoids. motor controlls etc. The motor is probably what is causing the whine as there is no water being admitted into the unit and it is pumping nothing but air.
You might want to consider having a tech come look at it. He will be able to tell you whether it is saveable or if you would be better off purchasing a new one. Most of the control boards for the GE line are expensive.
