Looks like HN70 although it is black not green and is about 13" tall

This is a Royal Doulton of England figurine HN90 (not HN70) and was modeled by the artist Charles Noke as a figure titled Doris Keane as Cavallini produced from 1918 to 1938. This figure in black has an estimated value of 350GBP or about $500USD.
