The "Harriman" who signed this painting isn't a listed or known artist, according to all of the signature databases I consulted. It appears to be a smaller, local artist. Many of these, despite the quality of their work, are completely lost to art history after a few years.

This painting would date to the later 20th century, most likely the 1970s or 1980s. The value would be approximately $200.00, framed.
