This is a vase made by Franz Anton Mehlem of Bonn, Germany.This factory had several marks over the years, this one being used from 1888 to 1920.The porcelain has become known by the trade name Royal Bonn.This vase with hand painted florals and gold serpent handles has a value of $180 to $200 retail value.It is important for you to click the stars after you have read this answer.
