For the best bet, you'd want someone with the American Philatelic Society. There's isn't an appraiser in the state of Kansas near Kansas City, but Kansas City does have one and Missouri does have a few. I generally try to stay within 50 miles or so, but in cases where it's a uncommon specialty I may have to widen that range. Here are a few you may consider contacting:

Prices vary and most generally charge around $50 and up per hour, but you can also negotiate flat fees for big appraisal jobs. Not only with these contacts appraise collections, but many will buy/sell, etc. It could be possible to have 1 dealer appraise them and sell the collection through another. You generally don't want to sell through the same person that does your appraisal. That creates a bit of a conflict of interest.

For selling, your best bets would be to a dealer, possibly an auction, or through an online site like Etsy, Tias, Cyberattic, or Rubylane. Etsy generally has the fairest and lowest rates. Ebay is okay. Prices there tend to go lower so if you do use it, you might consider using a reserve so they don't sell for any lower than you're willing to take.
