I have a painting that is approx. 13.5" x 21.5" (17" x 25" with frame). It is signed "E.C. Phelps", I am not sure of the date. It appears to be oil on board; the board appears to have been wrapped in a foil paper prior to painting. I picked it up at a flea market for $20, and was wondering what the approximate value of it is. I was quoted $150 to have it cleaned (which it needs), and was wondering if it is worth having it done.
