Which "Google App" are you referring to?

Can you give me more detail about what you are trying to accomplish?
Customer: replied 6 months ago.
I am setting up a phone tracker on my daughters android device. The instructions asked me to Tap on “Apps” on the Home Screen then tap on settings and then tap on Google. I am asked to do this in order to Deactivate Improve harmful app detection Deactivate Scan device for security threats, but as I noted earlier, I can't find Google.

Ok, are you sure it didn't ask you to do allow installation from unknown sources?
Expert:  Bryan replied 6 months ago.
If that's the case, you can set that in the "Security" submenu.

Let me know if this does not answer your question

Another possibility is that it might be asking you to go to "Application Settings" (which is the last option under Settings, then choose "Google", then "Security". From there you can find the options you mentioned.

If neither of these help, tap on "Apps" from the home screen, then tap on settings, scroll down to the last entry and let me know what it says.
