What is the error you get when it fails to activate?
Just to make sure your portal is running ok, have you installed it on any other devices without problems?
Sorry I do not follow what you just said after that your Galaxy 5 works w/ company
your saying the S5 was able to install and activate intune correct? And connected to your companies portal?
Can you on the note go to Settings, Applications.
Swipe to the list ALL and locate Google Services Framework
Press it and press Clear Data.
Then locate Play Store, press it and press clear data.
Then restart the note and tell me if the app now installs and activates please.
ok.. but don't you want to install Intune? As this is what we are trying to fix.

Not installing outlook or signing onto your companies portal.
