This is usually an issue with the Firmware, so I would first like you to do this please.
Remove the charger from the Tablet and hold the power button to off for 35 seconds.
Release, then connect the charger and try to turn on the Tablet and open the book.

Can you press and hold (or right-click) the app tile, and tap or click Uninstall.
Then restart the Surface and install the App again
Register and tell me if it then works please
