What does it mean when an android say it can't load volume and misc....? I'm trying to reboot the system because the screen is frozen

I did not see the make and model of your android, but if you have a removable battery, then remove the battery from the device and wait 5 minutes.

Can you remove the battery and with the battery out, hold the power button down for 60 seconds, to drain all residue power.
Then put the battery back in, turn the phone on and tell me if it now starts correctly please.
