Has it ever been able to send and receive messages?
And which provider are you using?

It has. I am on Verizon now. I was using Ting wireless last month and I was having an issue where I couldn't respond to texts when on a 4g network and that is why I came back to Verizon and now I can't send or recieve texts so that is making me believe it is a device issue.

If you did a factory reset that would rule out any firmware corruption.
I want you to manually set the APN so that we are sure it has the correct settings.
To do this, please do the below
Tap on Apps
Tap on Settings and then tap on More networks
Tap on Mobile networks
Tap on Access Point Names
Tap on Menu and then tap on + New APN
Use the values
Name: Verizon
APN: you can use either internet or vzwinternet
Proxy:
Port:
Username:
Password:
Server:
MMSC: http://mms.vtext.com/servlets/mms
MMS proxy:
MMS port: 80
MCC: 310
MNC: 012
Authentication type:
APN type: internet + mms
Save this and make sire it is selected (Dot next to it)
restart the phone and tell me if you can then message please

Ok, I will give that a try. I am restarting out of safe mode because I don't think it would allow me to adjust the APN.

The + sing to add a new APN is greyed out. Do I have to do something to override that?

It cannot be in safe mode to do this, can you restart it and make sure its not in safe mode, then add the APN please.

ok, first go into settings-->more tab -->about device-->hit build number (grayed out) 5 times until you enter into developer mode
Then try to add the APN

It is still greyed out. I think Verizon has this on lock down.

This is possible but want to confirm, try this
Settings, more networks, mobile networks, click access point names, then click the same button you use to get to settings....the button on the lower left then click on new APN

The only option there is "reset to default"

still can't send text messages. I tried multiple numbers.

It does not. I even tried taking out the sim card but I can't add a new APN or change the existing one.

Its locked down, and set to the wrong APN which is the cause of the whole problem.
You need to contact the original provider that the phone was made for and have them unlock the phone so that it can connect to the correct APN
