Hi,let's see if we can work together to get to the root of your problem! will try my best to help!

See the link above, # 11 is the outside lever shaft, and # 16 is the inner fork.

Expert:  Curtis B. replied 5 months ago.

# 6 is the pto switch, that would keep tractor from starting, you can manually work this switch to get tractor to start. Either unmount it and tape it down or as I think it needs to be pressed for start.

To repair the shaft , yu will need to remove the upper cover/three point housing to give you access to find out why it is binding and not moving.

Curtis,
According to the diagram, I believe #25 is the shaft that is jammed.
Expert:  Curtis B. replied 5 months ago.

# 25 is the lever which I think attaches to the # 11 shaft.

to open this case, does the unit need to be removed from the tractor?
Expert:  Curtis B. replied 5 months ago.

No, you can get to it from the top, after removing the top cover.

Customer: replied 5 months ago.
I do not see the possibility of accessing the trans even if I remove the oper seat.

Open tractor or cab? The three point housing has to be removed to access. The fenders and seat mount all have to be removed
