This is an electric clutch, mounted on the bottom of the engine crankshaft. It has two wires to it. Yo can take two jumper wires direct from the battery , to the two wires on the electric clutch, if the magnet clicks in, the clutch is good.

The dash switch has to turn the clutch on, when you pull up on the switch. There is a relay between the pto switch and the clutch, that can keep the clutch from engaging.
