Replaced clutch in 4040s and when I tighten bell housing bolts the crank gets hard to turn

clutch disc is not upside down? The center hub has to be installed so it does not touch the inner flywheel or flywheel bolts onthe crankshaft. If crank gets hard you are pushing the crankshaft forward and loosing the thrust clearance.

Could clutch be adjusted wrong it is a wet clutch I had it adjusted at jd dealer

They would have adjusted pressure plate, this problem will be the disc that is against the flywheel., not the pressure plate.

Assuming there is freeplay in the clutch and the fingers are not bottoming out.
