L100 brakes are locked on. Can this be fixed at home with my limited tools and ability, or must it go to a mechanic?

You are in luck! The L100 has the external disc brake .

# ***** are the two bolts holding the caliper. Just Loosen these two bolts, tap on the parts, which should free the brake, then use WD40 on all the brake parts, re-tighten the two bolts and that should do it!
