1953 ford jubilee, tractor would not run with clutch released, now tractor will start with clutch released, but will not shift gears.

When was tractor last ran? Clutch pedal has free play? If you put transmission in gear, and hit starter with clutch down, does tractor lurch?

Not uncommon for unused tractor to have clutch disc stuck to flywheel, and only way to get it to release, is to get tractor in open, bypass neutral switch and start tractor in a medium gear, and with clutch tied down, or held down, drive tractor and jerk it with brakes to break the clutch drive disc loose. Or the only other choice is to split tractor and free up the clutch.
