Do you have starter off? The solenoid has to go over the fork for the bendix drive. To get it over it , the bendix has to be moved out in the nose cone of the starter, so the fork is tilted back. Then the solenoid end piece will skip into the fork. You can pry the bendix out with a scewdriver, but starter has to be off!
