It has to retract and has to stay retracted, or engine dies from lack of fuel.

It has to have 12 volts at all time the key is on.

For a quick test, slip it back and see if it runs.

Then test for voltage with key on, if there is voltage, and solenoid does not retract, the solenoid is bad.
