My New Holland TC35D will not start. The starter is making

My New Holland TC35D will not start. The starter is making a ratcheting sound. I had the battery checked. It is strong. Cables are good. Connections are cleaned. Good ground. I removed starter and had it checked. Even though it checked out ok I bought a new starter and tried it with same results. I replaced the ignition switch. Two of the female terminals were very corroded so I cleaned them. I also checked all of the safety switches, replaced the three relays and checked all the fuses I am aware of. There is 15.4 volts at the main terminal to the starter but when the key is turned to"start" I'm only reading 1.4 volts at the white wire from the ingnition circuit to the starter. Tried jumping the starter terminals and the starter shaft sounded as if it extended but did not spin. It just went clunk. The relay from the ingnition switch is new and it vibrates at the same frequency as the stater when key is turned.

What is battery voltage when key is turned to start?

If it drops below 8 volts, you have a battery or cable problem!

The voltage is reading16.3 . No change when the key is turned

I would wonder why the battery voltage is so high!

Fully charged battery usually around 13 volts.

Good point. Perhaps my multi meter isn't funtioning properly. I took the battery to OReilly's and auto zone and they both said it was a good battery. I took the starter out and spun it using the tractor battery. It worked fine. Why would it read such high voltage?

Maybe just the meter. I assume the engine is not locked?
