Briggs engine, with a pulse fuel pump. Is the pulse line from the engine, open to the crankcase? Do you feel a pulse from it if you hold finger over it? You can test it by making a test line from the inlet of the pump, ( the line from the tank) , and dropping it into a fuel container or back into the fuel tank opening. If it pumps, the pump is good and the tank tube in the top of the tank may be plugged or leaking. It has to be vacuum tight!
