Assuming it is the same as a USA Civic EX which it should be. Try this:

Entering the programming mode cancels all learned
transmitter codes, so none of the previously
programmed transmitters will work. You must
reprogram all of the transmitters once you are in the
programming mode.
• You must complete steps 1–6 within 4 seconds of
the previous step to keep the system from exiting the
programming mode.
1. Turn the ignition switch to ON (II).
2. Press the “Lock” or “Unlock” button on one of the
transmitters. (An unprogrammed transmitter can be
used for this step.)
3. Turn the ignition switch to LOCK (0).
4. Repeat steps 1, 2, and 3 two more times using the
same transmitter used in step 2.
5. Turn the ignition switch to ON (II).
6. Press the “Lock” or “Unlock” button on the same
transmitter. Make sure the power door locks cycle
to confirm that the system is in programming mode.
7. Within 10 seconds, press the “Lock” or “Unlock”
button on each transmitter. Make sure the power
door locks cycle after you press each transmitter
button to confirm that the system accepted the
transmitter’s code.
8. Turn the ignition switch to LOCK (0) to exit the
programming mode.

Should there be a red light on my remote at all times ? Because I bought two new batteries .

I've left one in the remote for awhile and without programming it and now light is gone for the first battery

When I put the second one , the light is back on . Does that mean first battery is already dead ?

Either the battery is bad or the remote is bad. Try to program the one with the red light that works.

That is very possible or it could be the wrong one. Can you post the fcc id number that should be on the back?

Does your driver door power lock work with the inside button? Do you ever hear the lock try to work when you attempt to program the remote?

is there a part number on the back of the remote?

the inside locks work on every door except the drivers door. i have to push it in with my hand and every side locks again.no locking sound ever while trying to program.no number at all on the remote except for battery type

The drivers door has to work for the remote to be programmed which is why you are having problems.

Sounds like you need to replace the drivers door lock actuator then you should be able to program the remote.

only the lock actuator has to be replaced?

Yes the lock actuator does come separate from the complete door latch.

once that is replaced you should be able to reprogram your remote.
