2001 mdx recline lever atop second seat, driver side not functioning. Cn I manually fold down seat? Seat back is off.

Hello and welcome to JustAnswer!

You may be able to fold it depending on what the actual failure is. If the failure is with the recliner mechanism then you may not be able to get it to move. If it's just the cable or handle then you should be able to move the linkage manually at the mechanism to get it to release.

The release is on the outboard recliner mechanism. After removing the trim cover you'll see where the cable attaches. If you move the linkage upward where the end of the cable attaches that will release it and allow it to fold, if the failure isn't the mechanism itself.
