you should be able to cancel that and go into the quicken
it seems like it is set up to automatically download transactions when you start the quicken and that download has some issues and will have to be reset.
You can also try opening the quicken program from the start menu
or holding the ctrl key down when you start it and that should start it with no data file
you can then open the data file from the file / open command
