The FCS is disabled here are the solutions from the quickbooks website.

To restart the QuickBooks FCS service:

Windows 8:

  1. Close QuickBooks.
  2. Go to your computer's desktop.
  3. Right click the Computer icon and select Manage.
  4. In the left pane, click Services and Applications.
  5. In the middle pane, double-click Services.
  6. Double-click Intuit QuickBooks FCS.
  7. On the General tab, click the Startup type drop-down arrow and select Manual.
  8. Click Apply.
  9. Click Start, and then click OK.
  10. Open QuickBooks.
  11. Try to update QuickBooks again.

Windows 7 or Vista:

  1. Close QuickBooks.
  2. Click the Windows Start button, right-click Computer and choose Manage.
  3. In the left pane, click Services and Applications.
  4. In the middle pane, double-click Services.
  5. Double-click Intuit QuickBooks FCS.
  6. On the General tab, click the Startup type drop-down arrow and select Manual.
  7. Click Apply.
  8. Click Start, and then click OK.
  9. Open QuickBooks.
  10. Try to update QuickBooks again.

Windows XP:

  1. Close QuickBooks.
  2. Click the Windows Start button and select Control Panel.
  3. Double-click Administrative Tools.
  4. Double-click Services.
  5. Double-click Intuit QuickBooks FCS.

  7. Click Apply.
