Our school that is struggling. We have an advisory board

Customer Question

Our school that is struggling. We have an advisory board that has recommended to the bishop and pastor (who is in his 80s an not involved with the school other than to say no to much needed improvements or staff changes), that the advisory board be replaced with a board of limited jurisdiction. This new board, which would include the pastor who will have one vote, would have decision making authority and could not be overruled by the pastor. The bishop said Canon Law prevents him from insisting the pastor implement a board of limited jurisdiction. Is this true? If so, which Canon(s) prevent it. The school is horribly mismanaged, it receives hundreds of thousands of dollars each year from the parish. It seems that Canon law would permit a bishop to insist that a pastor change the school's governance structure where there is mismanagement and potential failure of a school. Any assistance is appreciated.
