I need advice on how to get original calif plates reissued to the original car they were on ca dmv says no because they are still in the data base

The plates have been reissued to another vehicle?

The plates were issued to the car in 1965. The car was sold and re registered in Nevada in 2012. I brought the car back to Calif in August 2015. When I reregistered the car in Calif the DMV said there was no problem with reissuing the original plates I had in my custody. The Calif DMV now says the plates have to be unused for four years before they will fall off the data base. However everytime there is a inquirey about the plates from anyone including the DMV the four years resets and starts over. So when the DMV inquired they reset the drop off the data base time and therefore denied me use of the original plates. Catch 22

That is part of the CA DMV craziness. The only way around that is filing a written request to the director of DMV and asking them to release the plates, since the director has the sole discretion to waive the policy and issue plates. The only way to ask for the plates though, because of DMV's dumb system is to hold plates as they stated and it is a crazy system. You cannot even request a hearing with the administrative hearing officer to get it released, only a written request to the director of DMV explaining your reason and what you have done and that it is only your inquiries about the plate that keeps causing the issue.
