I'm so sorry this happened to you! I certainly hope your computer and your wallet were NOT stolen, while you were being scanned and it does sound like you were treated shabbily. You can file a complaint with the TSA in several ways, but this form should be a good start:

You received TSA Precheck on your outbound flight because it's a random system that selects certain passengers to go through the faster screening lanes, even though they have not applied. Even IF you had TSA Pre, it would still be random, and you would not necessarily get it on every flight.
