Hi again. It appears you went offline without seeing my request for a photo. I don't want you to have to wait any longer so I'm going to go ahead and answer without it. The 'cap' on an oranda goldfish is called the wen. Unless it is totally blocking the fish's vision, it's best to leave it alone. However, poor breeding practices over the years have led to many oranda with a wen that just keeps growing. The best thing to do when the eyes are covered is have an aquatic vet surgically remove part of the wen. This link will take you to a directory of such vets:
Some fish owners do the surgery themselves. It is risky, and it would be illegal for me to tell you exactly how to do it, since it is a veterinary procedure. But I can give you a website that has step-by-step instructions, with pictures:
